Sir J. Jordan to Sir Edward Grey.-(Received April 17.)
(No. 101.) Sir,
Peking, March 3, 1909. REFERRING to my despatch No. 19 of the 12th January, I have the honour to report that at an interview yesterday with the Grand Secretary Na-tung I returned to the question of the Tengyueh Railway, and was informed that the Board of Communications were objecting that the line would not be profitable. I combated this view, and urged that in any case, the prime object being to link between Yunnan and the Burinah railways, trade must be benefited and friendly relations strengthened.

His Excellency, who did not appear to attach much weight to the opinion of the Board of Communications, said that both the departing Viceroy of Yunnan, Hsi-liang, and the new Viceroy, Li Ching-hsi, would be in Peking in about a month's time, and that the presence of these two high officials would furnish an excellent opportunity for examining the question with the assistance of local knowledge.
